Established on Nov 12th, 1998. by Hillsborough County Commissioners to continue the Improvement, Administration and Maintenance of the Properties/Assests within the District. The SDD Board obligation is outlined and governed by Hillsborough County and its authorities concerning Special Dependent Districts. Definition: In Florida, a special district is the governing body of a special district, which is a local government that provides specific services within a defined geographical area. These boards can be independent, meaning they operate autonomously, or dependent, where they are linked to a county or municipality. The board members are responsible for overseeing the district's operations, finances, and compliance with relevant laws and regulations.
The current Assessment charge for 2025 per homeowner is $100.00 per year and it is reflected the Homeowner's Yearly Tax Bill under the Non-Ad Valorem section. The Cap Limit to be charged is currently $100.00 a year. This amount cannot be raised without a Vote by Referendum through the Supervisors of Elections. Taxes are paid in arears so this assessment will be in you 2025 property tax bill. This tax is annotated in the middle of your Tax bill in the Non-Ad Valorem section. The Collecting Authority is Hillsborough County Tax Collector.
If you are selling your home, please make sure the NEW Buyer is aware that this is an annual mandatory tax that helps maintain the community. Currently there is a $25.00 a year for the FOB to get into our gated community park.
The SDD District Boundaries are described in Exhibit "A" outlined in Ordinance 98-53 to include ELP Unit: One, Two and Three. Subdivision located on the SW Corner of Orient Road and Hillsborough Ave. Other Main roadways surrounding or entering our community are Harney Rd , Draper Place, Thrasher Dr, and Walton Way. Other main Highways are: MLK, Hwy I-4 and Hillsborough Ave.

Q: Do I have to send/mail in the Annual Assessment to the SDD Board?
A: No, it is part of and in your annual property Tax Bill that comes out every November. The County collects this assessment and deposits into the Districts Bank Account.
Q: Can the Annual Assessment go up without Vote by the Community?
A: No. For the Annual Assessment to go up - per Hillsborough County - a "Referendum" requesting the increase must be placed on the Primary Ballot initiated by our ELPSDD District Board Members and submitted to the Hills. Co. Supervisors of Elections for all Owners to vote YES or NO on Aug 18, 2026. To PASS 51% is needed.
Q: Can I make suggestions on improvements within the community?
A: Yes, please submit an email to us or please come to our monthly meetings. Every 3rd Tueday of the Month at 6:45pm at the Civic Center Bldg located at 7217 Kingsbury Circle Tampa, FL 33610
Q: How can I join the ELP SDD Board?
A: Please come to the meeting and voice your request. You can be appointed to the Board or go through the Election process through the Supervisors of Elections. We can guide you either way. Only 7 Trustees can serve at a time.

Our association provides a variety of services and amenities to enhance the value of our homes by maintaining common areas for all to enjoy. We have never raised the $100 assessment since 1999 but due to the cost of everything going up (bills), we kindly ask to PLEASE say YES to another $50 a year. We NEED this to maintain and improve. We need 51% of the owners to pass! Check out our Town-Hall meetings at the Civic Center to get questions answered and your voice heard: May 19th at 5:30pm, June 6th at 12pm, July 21st at 5:30pm and July 25th at 12pm.
